Neighboring Countries Mechanism and 4+4 Pact
Reports have indicated that the Libyan "4+4" agreement, facilitated by the United Nations, aims to unify institutions and hold elections within 24 months, with changes related to candidacy rules, ending division, and removing foreign forces. Despite international support, neighboring countries such as Egypt, Algeria, and Tunisia have not yet publicly announced their positions. This silence is either linked to their desire to leave the process to the Libyan parties or to undisclosed reservations about the agreement. The tripartite cooperation mechanism among these countries is expected to play a role in facilitating the implementation of the agreement without replacing the UN-led process, with limited influence from other regional and international considerations on the Libyan issue.
