More than 15 years after militias spread across western Libya, the Libyan Center for Security and Military Studies does not believe their dismantling has reached the “point of no return.” But integrating their members into state institutions and giving them access to official funding and networks of influence makes it harder to end their independence in controlling their weapons and making decisions. Repeated clashes in Zawiya and the limits of the policy of containment show that agreements with armed groups can collapse when interests clash, while previous military campaigns have not resolved their role. Experts suggest reorganizing them and gradually integrating them into a unified security institution with a single command and legal framework, while regulating funding and security decision-making and holding those involved accountable, rather than relying on force alone.
