Libyan divisions may prompt Security Council action
The Libyan agreement signed by the warring parties on August 30 is facing opposition within the "Higher State Council," which threatens the implementation of steps towards conducting national elections. After more than two-thirds of the designated timeframe for the two councils to approve the agreement has passed, the likelihood of turning to the Security Council to adopt it through an expanded mechanism or to establish a constitutional committee increases, especially amid ongoing delays and divergent positions. The UN mission is intensifying its efforts to prevent international escalation, while experts are suggesting the option of approaching the Security Council if disagreements persist, to ensure the electoral process continues and to bolster the chances of its stability.
