China suggests changes to civil aviation export controls

The Chinese Ministry of Commerce has proposed amending the procedures for exporting dual-use materials in the civil aviation sector, allowing qualified companies to receive automatic export certificates upon registering their information, instead of requesting a license for each shipment separately. This change aims to facilitate export operations, especially for materials such as aircraft engines and navigation systems, while maintaining security and regulation. The amendments include specific laws for exporters and export scenarios, impose restrictions on unauthorized use, and update procedures following the implementation of the new regulations in December 2024. The draft is open for public comments and will be implemented soon to ease the export of materials in line with the new regulatory frameworks.
