Turkish President Recep Tayyip Erdoğan plans to visit Azerbaijan on Sunday, November 8, in an effort to ease tensions between the two countries after Turkish officials objected to a ban on headscarves as part of the Azerbaijani school uniform. The dispute escalated when Baku declared 31 Turkish citizens persona non grata and President Ilham Aliyev did not attend the Organization of Turkic States summit in Ankara. Erdoğan said he had spoken with Aliyev and sent Turkish officials to Baku, expressing hope that the visit would make it possible to take steps toward overcoming the crisis.
