Members of the U.S. Congress from both parties have expressed their opposition to the Trump administration's decision to allow the import of diesel from Russia, considering it to be in violation of the Russian energy import bans enacted by Congress in 2022 to fund Russia's war against Ukraine. They confirmed that Russia will immediately supply more than 300,000 tons of diesel, with additional shipments reaching up to one million tons in November and three million tons later on, thereby boosting Russian funding for the war. Additionally, Canadian Prime Minister Mark Carney criticized the agreement, viewing it as contributing to Moscow's financing and undermining European sanctions efforts to support Ukraine, even as the European Union continues to impose multiple sanctions on Russia.
