Lebanese Amnesty Law and Drug Offenses

The Lebanese Constitutional Council's decision regarding the general amnesty law depends on defining the scope of beneficiaries of the pardon, particularly concerning drug crimes and the cultivation of narcotics. It confirmed that the exclusion of military personnel and security forces also covers drug cultivation offenses, and that repeated offenses require a final court ruling rather than just ongoing prosecution, thereby limiting the expansion of amnesty applications. The decision also linked the unified start date for implementing the amnesty to March 1, 2026, to ensure fairness and reduce manipulation. The rulings clarify that benefiting from the amnesty requires a thorough examination of the type of crime, the offender's profile, and the fulfillment of repetition conditions according to the law, thereby restraining instances of overreach or unlawful restrictions within the scope of the amnesty.
