Zelensky: Documents Show Putin's New Attack Policy

Ukrainian President Volodymyr Zelensky announced that authorities have obtained documents proving that Russian President Vladimir Putin has issued a new policy involving the escalation of attacks, aiming to carry out broader operations against civilian targets before winter arrives. This is in response to Moscow's changing tactics in targeting Ukrainian cities. Zelensky emphasized that he will not target civilian sites, but will intensify strikes on Russian oil refineries as a reaction to this policy, indicating the possibility of the war continuing through the winter due to the complexities of the situation. Kyiv is also preparing to respond proportionally to any new Russian attacks.
