French prisons hit record with over 90,000 inmates

For the first time, the number of prison inmates in France exceeded 90,000 prisoners, with the system registering 90,020 inmates as of September 1st. This is despite the system's capacity being 63,300 beds, meaning the occupancy rate reached approximately 142.1% nationwide, and in some prisons, it exceeded 200%. This overcrowding comes amidst repeated international criticism, with the United Nations urging France to take urgent measures to address the crisis, warning of its impact on the treatment of prisoners and respect for human rights. In July 2023, the European Court of Human Rights ruled that the current situation violates certain articles of the European Convention on Human Rights due to the failure to improve conditions.
