Key Changes in Final Amnesty Law

Key Changes in Final Amnesty Law

The Lebanese Parliament has exceptionally approved a general amnesty law for crimes committed before March 1, 2026. The law grants an amnesty that covers all participants involved in committing these crimes—including perpetrators, accomplices, and instigators—resulting in the dismissal of the public prosecution and associated penalties, as well as the removal of restrictions and bans on renewal. The law exempts certain crimes, including those related to the Court of Justice, premeditated murder, terrorism, treason, espionage, drugs (excluding the cultivation of narcotic plants), assaults on public property, corruption, terrorism, child exploitation, domestic violence, repeated thefts, environmental issues, and others. Additionally, the law reduces penalties in cases where judgments have not yet been issued—for example, the death penalty is reduced to an equivalent of 28 years in prison, and life imprisonment to 17 years—while extending the rights of beneficiaries to return after five years from the commission of the crime. The aim of the law is to address the backlog of cases and delays in resolution, achieve a balance between justice and individual rights, and impose stricter penalties on those who commit crimes within five years of the law's implementation.
