Lebanon is beginning to face a profound crisis characterized by the loss of its core functions and role as a state, following a gradual decline in its sovereignty and its gradual abdication. This has led to the proliferation of arms outside of state control, especially after the 1969 Cairo Agreement that permitted Palestinians to carry weapons, and later expanded to armed factions and sectarian groups. This situation has deepened internal divisions, eroded trust in state institutions, and coincided with economic decline and the Beirut port explosion, which exposed the fragility of the state and its limited capacity to protect its citizens. A real solution requires reshaping the role of the central state by establishing a monopoly over weapons, restoring sovereignty, and providing essential services. This cannot be viewed merely as separate issues of disarmament but should be part of a comprehensive national strategy that includes building a strong economy, achieving justice, and strengthening Arab and international relations, in order to enable Lebanon to regain its role and sovereignty.
