The fees are applicable to private flights and chartered aircraft within one month of the flight date, with ground service companies at airports responsible for collecting the fees. Foreign companies must also provide an annual guarantee to ensure the payment of due taxes and fees. Twenty percent of the collected amounts are allocated to fund the equipment and maintenance of Beirut Airport. The decision also maintains exemptions for certain individuals and employees and cancels a previous ruling from 2025.
